The Division of Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division's responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. The Office Livable Streets (OLS) is tasked with prioritizing strategic planning, community engagement, research, policy, design, implementation, and long-term management. Their goal is to create streets that are livable, supporting safety, accessibility, inclusion, resiliency, active modes, community cohesion, and economic vitality citywide. Additionally, they aim to enhance New York City's pedestrian, bicycle, and micro-mobility networks, providing comfortable, connected, green, and reliable transportation options across the five boroughs. They place special emphasis on Priority Investment Areas, mode shift, and reimagining streets. The office also develops innovative new programs, design typologies, project delivery, and analysis tools to meet the demands of a rapidly changing population with evolving needs and technologies. The Bike Unit is responsible for the nation's largest bicycle and greenway network (1500+ lane-miles), enhancing street safety, and increasing bicycle and micro-mobility ridership in NYC. The team's primary focus is to develop innovative, community-lead redesign of City streets to expand and improve the bicycle and greenway networks.

OLS Street Furniture Unit (SFU) is seeking an Operations Manager. As Operations Manager the candidate will manage the multi-year, multimillion dollar Street Furniture installation, inspection, and maintenance contract and will report to the unit's Deputy Director of Operations. In this role managing the installation of bike parking and seating elements, ensuring the efficient tagging and removal of abandoned bikes, and conducting thorough inspections and maintenance of bike parking facilities, seating areas, and wayfinding signage. (including bike corrals), seating, and wayfinding signage. In addition to managing this contract, tasks will include developing and managing DOT's SharePoint site (a digital tool used to create, implement, and manage work orders for internal and external operational teams); communicating directly with the contractor(s); preparing installation and maintenance work orders; verifying completed work for payment; gathering data for reporting; analyzing and tracking data; managing furniture relocations; coordinating with internal units; reviewing and updating CAD drawings to update roadway facilities removed during construction or repaving; and inventory and tracking all planters, bollards, and granite installed citywide. The ideal candidate should be committed to community development via improving the experience and convenience of walking, cycling, and transit by expanding seating, bike parking, and wayfinding signage throughout New York City. Additionally, the candidate will also be detail oriented, curious, and a capable team player with a positive attitude and strong organizational, communication, administrative, and presentation skills. The candidate will be asked to work collaboratively and inclusively and demonstrate enthusiasm to work in the field throughout the year or at DOT warehouse facilities, traveling by biking, walking, or using mass transit.

Preferred Skills

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or

2. A satisfactory combination of education and/or experience that is equivalent to "1"" above. Graduate
education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.

Special Qualification Requirements

Assignment Level III
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Assignment Level IV
To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.
