Schedule:

Monday - Friday 8am to 4pm

POSITION SUMMARY: The Senior Director, Local Education Agency (LEA) oversees regional office operations and maintains oversight of the Evaluation and Individualized Educational Planning (IEP) process for preschool children in the city of Philadelphia. and Chester. The Senior Director supervises the Regional Directors to ensures regulatory compliance, timeliness, best practices and an overall high-quality experience for children and families receiving preschool early intervention services. The Senior Director employs a data-driven approach, and uses trend analytics to inform program activities, make key decisions, and drive outcomes. The role has primary oversight for the evaluation process, eligibility determinations, IEP development, service referrals, parent engagement, educational case management and the transition process. The role requires decision-making and strategic planning to drive operational consistency and quality at all Elwyn ELS Regional Offices as well as the day-to-day operations of the Early Intervention program.

DUTIES AND RESPONSIBILITIES:

  • Provide supervision of assigned staff in the areas including, but not limited to, recruitment, selection, leadership, coaching, training, performance management, promotion, discipline and termination
  • Manage the day-to-day operations and program development activities by devising an operational structure, systems, and norms that drive favorable outcomes including, but not limited to, evaluation and individualized educational planning for children, daily operations, organization, infrastructure, regulations, policies and procedures, workflow, and system analytics to ensure best practices in early intervention and program consistency
  • Supervise Regional Directors who lead LEA operations in each region, ensure operational efficiency by facilitating orientation, providing training and ongoing support, assigning cases, conducting field observations, participating in weekly supervision, documentation review, monitoring regional compliance outcomes, monitoring timeliness using state reporting systems, facilitating parent engagement and communication, ensuring quality educational case management, and a high quality evaluation and IEP development process by utilizing data review, regression analysis, regional performance reviews, quality audits, performance management and dashboards to make decisions and subsequent changes
  • Ensure the availability of weekly evaluation and IEP slots is sufficient to meet the needs of the cities for children coming into the preschool early intervention system by monitoring the number of children presenting for services weekly, monthly, and annually, determining when to add multidisciplinary evaluation (MDE) or IEP teams, outsource services, extend service times and/or locations, monitor and track rates of attrition and reasons, maximizing the likelihood that parents show for scheduled appointments by making phone calls and using reminder systems, use data to make recommendations for system change and increases regional effectiveness and efficiency
  • Implement city-wide and regional Quality Enhancement Plans (QEP) as required through the process of Verification and Determination, lead operational changes, as required, by devising and implementing process improvements, work with Regional Directors to implement that change and monitoring the effectiveness of the change on the system, lead the corrective action planning process for the LEA; collaborate with the Executive Director of Quality Improvement to ensure alignment with both policy and practice; provide regular reports/summaries on key performance indicators (KPIs) to assess and drive program effectiveness
  • Represent Elwyn as a key leader and point person for the Office of Child Development and Early Learning (OCDEL) at statewide conferences and leadership meetings at Pennsylvania Training and Technical Assistance Network (PATTAN), partner with Early Intervention Technical Assistance (EITA) consultants and advisors and remain abreast of new strategies, tools, trainings, webinars, and initiatives for early intervention program development, assign staff to attend and convey essential information back to the LEA
  • Provide guidance and oversight to ensure the appropriate use of clinical assessments, Functional Behavioral Assessments (FBA), Devereaux Early Childhood Assessment (DECA-C), Autism Diagnostic Observation Scale (ADOS); provide operational supervision of the program's School Psychologist; coordinate the referral process to autism evaluation provider for children who require additional testing, ensure the timely evaluation of children suspected of having autism
  • Model and enforce consistent customer satisfaction and parent engagement activities including follow up phone calls, emails, and mailings to families; resolve regional parent concerns as escalated to ensure highest quality of service delivery and program excellence
  • Create, update, maintain, and deliver strategy, planning, and targeted activities to promote employee engagement and retention and address the ongoing needs of staff, including, but not limited to, orientation and training, employee satisfaction, and appreciation program to ensure the needs and concerns of employees are actively heard and addressed
  • Maintain a working knowledge of Chapter 14 regulations, Part 300, Part B, Individuals with Disabilities Education Act (IDEA), and program policies and procedures; keep current with announcements, bulletins, mandates, and OCDEL expectations to ensure the proper application of the laws governing the early intervention program including, but not limited to, eligibility determinations, compliance with regulations and laws, norm-referenced criteria and standardized assessments, resiliency factors, and behavioral concerns
  • Facilitate staff meetings, individual supervision sessions, and group trainings as needed to report out metrics, barriers, and action plans; give ongoing feedback and guidance on how to improve compliance, quality, and achieve program consistency
  • Maintain global oversight of the eligibility determinations for the cities of Philadelphia and Chester including compliance with regulations and laws, norm-referenced criteria and standardized assessments, resiliency factors, and behavioral concerns to ensure properly classified eligibility factors
  • Collaborate with the Director, Professional Development, Early Learning Services, to provide input and strategy to improve ongoing professional development needs of employees who perform LEA duties including, but not limited to, family engagement and customer service, IEP writing and facilitation, case management, evaluation and assessment, eligibility determinations, and administration of early childhood assessment tools including the Devereaux Early Childhood Assessment (DECA), Developmental Assessment of Young Children (DAYC), Battelle Developmental Inventory (BDI), Goldman Fristoe Test of Articulation, and Peabody Developmental Motor Scales
  • Perform cardiopulmonary resuscitation (CPR) and crisis intervention using agency-trained protocols
  • Perform other duties as assigned

EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS:

  • Bachelor's degree in Education, Special Education, or related field; Master's degree preferred
  • Eight (8) years' supervisory experience
  • Ten (10) years' experience working in Preschool Early Intervention field with demonstrated thorough knowledge of Preschool Early Intervention and state and federal regulations as they relate to Preschool Early Intervention
  • Demonstrated experience in data management, data integrity, and trend analysis
  • Demonstrated ability to develop and implement strategic plans relative to program initiatives
  • Demonstrated ability to work with internal department managers and administrative team to devise work-flow processes as needed to implement strategic plans
  • Significant experience managing and/or designing systems strongly preferred
  • Demonstrated ability to work effectively as part of a team
  • Demonstrated knowledge and application of Chapter 14 and IDEA regulations in the development of policies, procedures and strategic plans
  • Familiarity with early childhood assessment tools including the Developmental Assessment of Young Children (DAYC), Battelle Developmental Inventory (BDI), Goldman Fristoe Test of Articulation, and Peabody Developmental Motor Scales, Functional Behavioral Assessments (FBA), Devereaux Early Childhood Assessment (DECA-C), Autism Diagnostic Observation Scale (ADOS)
  • Non-profit human service experience highly preferred
  • Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities
  • Demonstrated strong attention to detail
  • Demonstrated strong time management and organizational skills
  • Demonstrated excellent judgment with the ability to independently solve problems and make decisions with little or no need for direct supervision
  • Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions
  • Must be able to perform CPR and crisis intervention using agency-trained protocols
  • Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills with a superb ability to build and maintain positive relationships with stakeholders
  • Demonstrated intermediate experience with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint; report-writer experience preferred
  • Experience using/knowledge of electronic records systems preferred
  • Must have current, valid driver's license in state of residence, three (3) years driving experience, and acceptable driving record
