Overview

Our Environmental Sector delivers comprehensive environmental solutions to meet the full project lifecycle needs of clients in electric transmission, renewable energy, oil & gas, transportation, and manufacturing industries. With one of the largest multimedia air and land permitting and compliance teams in the country, we support client success in manufacturing and industry, liquids delivery and processing, natural gas storage and delivery, power generation and delivery, and transportation projects.

Position Overview

TRC is seeking a Professional Civil Engineer licensed in New Jersey to join our Planning, Permitting, and Licensing practice. This senior level career-oriented position will provide operational, permitting, compliance, design, and construction services to a wide variety of clients. This position will allow the opportunity to provide design and technical support on challenging projects that typically include site design, earthworks, stormwater management, water resource management, coastal and inland dredging, submarine transmission cables for offshore wind projects, and state, local or federal permitting. The Professional Civil Engineer can report to the New Providence, NJ or Mount Laurel, NJ offices, the New York, New York office, or the Philadelphia, PA office (with an option to work remotely).

As a Professional Civil Engineer, the successful candidate will apply their existing knowledge and develop new skills while working as part of a dynamic and fast paced team. The successful candidate will have the opportunity to guide clients towards complying with various environmental regulations and to address their design and permitting challenges by working with multi-disciplinary project teams to perform analyses and to develop and implement plans, designs, and specifications. A desire to work with internal business development professionals, other senior managers, to establish strategic directions and grow a sustainable client base is essential.


Responsibilities

Key Responsibilities

  • Work with other project managers, engineering staff, permitting specialists and drafters to:
    • Manage and prepare permit and construction-level civil/site design packages to support a wide variety of land development projects that comply with applicable state and federal regulations;
    • Conduct hydrologic analyses to support planning, development, permitting and design of stormwater management systems;
    • Design stormwater management systems adapted for specific development sectors in accordance with applicable local, state, or federal regulations;
    • Supervise and prepare engineering plans such as layout and materials plans, grading plans, drainage plans, and soil erosion and sediment control plans;
    • Prepare technical design reports, compliance reports and permit application packages associated with New Jersey Division of Land Resource Protection regulations;
    • Attend and present project designs and applications at public meetings with various local, state and federal organizations;
    • Prepare construction and industrial Stormwater Pollution Prevention Plans; and
    • Review work done under responsible charge and provide Professional Engineer endorsements.
  • Manage projects and delegate tasks to others.
  • Mentoring of other employees.
  • Ability to prepare proposals and manage budgets, schedules, invoicing and subcontractor procurement and oversight.
  • Manage the work performance for multiple dynamic projects, develop solutions to project challenges, and communicate proactively with staff of all levels.
  • Manage field work and contractor oversight services to support the collection of environmental data and/or perform construction quality assurance.
  • Apply strong Civil3D, technical writing, data management, organizational, and communication skills to projects and proposals.
  • Apply, document, and monitor quality assurance and quality control procedures.
  • Make decisions and perform as an independent thinker and leader, but also collaborate with project team personnel.
  • Work directly with clients professionally and display service-oriented attitude.
  • Willingness to build a sustaining practice and engage in business development efforts including being active in professional organizations.
  • Advance career knowledge by attending continuing educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies.
  • Travel (typically 10 to 15%) throughout the US, primarily New Jersey and adjacent states

Qualifications

Requirements:

Basic Position Requirements:

  • 10-15 years' experience as a Civil Engineer with a consulting firm;
  • Valid New Jersey Professional Engineers licensure;
  • Bachelor's degree in civil or environmental engineering;
  • Proficiency with AutoCAD Civil 3D surfaces, alignments, assemblies, corridors, grading tools, profiles, plan production tools, coordinate systems and earthwork volume calculations;
  • Proficiency with HydroCAD stormwater modeling/hydrology software;
  • Proficiency with the NJ Stormwater BMP Manual and NJ Flood Hazard Area Rules
  • Experience with a variety of technical stormwater calculations such as drainage pipe sizing, outlet protection sizing, temporary and permanent stormwater best management practice sizing, and water quality calculations;
  • Experience with the development and implementation of technical plans, designs, and specifications;
  • Experience independently analyzing and interpreting data regarding site uses and topography to develop stormwater management plans and best management practices;
  • Experience preparing and reviewing written technical reports;
  • Client service skills; and
  • Excellent verbal and written communication skills.

Preferred Position Requirements:

  • Experience in performing engineer's opinion of probable cost estimates;
  • PE licensure in DE, PA, MD, and NY is a plus.
  • Experience developing or reviewing Spill Prevention, Control and Countermeasures (SPCC) Plans or Stormwater Pollution Prevention Plans (SWPPP), hazardous waste contingency plans, emergency response plans, or emergency action plans; and
  • Experience performing design support for New Jersey Division of Land Resource Protection - Flood Hazard Areas, Coastal Zones, and Waterfront Development.

In accordance with local law, the following compensation range is applicable for the job and location associated with this requisition: $85,000 - $135,000. Compensation will vary based upon experience, education, skill level, and other compensable factors.
