Description

Overall Responsibility:

Responsibilities include making extensive and comprehensive on-site observations of the work in progress, determining if the work is proceeding in accordance with the contract documents, and making field checks of materials and equipment incorporated into the work.

Essential Functions:

  • Be the Owner's Agent or Representative on site.
  • Monitor the subcontractors performing the work through the prime contractor.
  • Review the progress schedule, schedule of shop drawing submittals, and schedule of values prepared by the contractor.
  • Attend meetings with the contractor, such as pre-construction conferences, job progress meetings, job conferences and other project related meetings, and prepare and circulate copies of meeting minutes.
  • Serve as the owner's liaison with the contractor working principally through the contractor's superintendents and, assist the contractor in understanding the intent of the contract documents.
  • Record the dates of receipt of shop drawings and samples.
  • Receive samples which are furnished by the contractor and notify the design professional of the availability of samples for examination.
  • Advise the design professional and the contractor of the commencement of any work requiring a shop drawing or sample if the submittal has not been approved by the design professional.
  • Report in writing to the owner and design professional work that is considered unsatisfactory, faulty or defective and does not conform to the contract documents, or has been damaged, or does not meet the requirements of any inspection, test, or approval required to be made, and advise the owner and design professional in writing of any work that should be corrected or rejected, or should be uncovered for observation, or may require special testing, inspection, or approval.
  • Verify that tests, equipment, and systems start-ups, and operating and maintenance training are conducted in the presence of appropriate personnel, and that the contractor maintains adequate written records thereof, and observe, record in writing and report to the Owner and design professional appropriate details relative to the test procedures and the start-ups.
  • Accompany government inspectors, and report in writing to the Owner and design professional the results of the inspections.
  • Report in writing to the design professional when clarifications and interpretations of the contract documents are needed and transmit the design professional's clarifications and interpretations to the contractor.
  • Evaluate the contractor's suggestions for modifications in drawings and specifications and report their recommendations to the design professional and transmit the design professional's decisions to the contractor.
  • Maintain at the job site orderly files for correspondence, reports of job conferences, minutes of meetings, shop drawings and samples, reproductions of the contract documents including all addenda and change orders, design professional clarifications and interpretations, progress reports, and other project related documents.
  • Maintain a daily logbook and record the contractor's hours on the job site, weather conditions, data relative to questions about the work, job site visitors, daily activities, decisions, and observations.
  • Record the names, addresses, and telephone numbers of all contractors, subcontractors, and major suppliers of material and equipment.
  • Furnish periodic reports to the design professional of the progress of the work and contractor's compliance with the progress schedule and schedule of shop drawings and sample submittals.
  • Consult with the design professional in advance of scheduled major tests, inspections, and the start date of important phases of the work.
  • Draft proposed change orders and obtain contractor backup materials and make recommendations to the design professional.
  • Report immediately to the Owner and design professional upon the occurrence of any accident, and such confirm such report in writing.
  • Review applications for payment with the contractor, and forward their recommendations to the design professional, noting particularly the relationship of the payment requested to the schedule of values, work completed, and materials and equipment delivered to the site but not incorporated in the work.
  • Verify that certificates, operations and maintenance manuals, and other data required to be assembled and furnished by the contractor are applicable to the items installed and are in accordance with the contract documents, and have this material delivered to the design professional for review and forwarding to the Owner prior to final payment for the work.
  • Before the design professional issues, a certificate of substantial completion, submit to the contractor (s) a written list of observed items requiring completion or correction.
  • Conduct a final inspection with the design professional, Owner, and contractor(s) and prepare a final written list of items to be corrected or completed.
  • Determine that all items on the final list have been completed or corrected and make recommendations in writing to the design professional concerning acceptance of the work.

Secondary Functions:

  • Experience representing the owner, client, and company in project meetings.
  • Experience preparing and reviewing interim and completed project reports.
  • Ability to convey project results and findings by means of oral discussions, presentations, and project documentation.

Desired Skills:

  • Experience as a Resident Project Representative, Resident Engineer, Project Manager, Construction Manager, Construction Quality Control Manager, and/or Owner's Representative
  • Ability to create and maintain productive relationships with employees, clients, and vendors.
Qualifications

Education/Experience Minimum:

  • Bachelor's Degree, Architecture, Engineering, Construction Management
  • Minimum 10-15 years of project construction management experience.
  • Desired experience:
    • Airport terminal facilities and systems; structures, roadways, and bridges; parking facilities; airfield pavements, ramps, taxiways and runways, navigational aids, utilities, and cargo facilities at a medium and/or large air carrier airport.
    • Transit terminal facilities, stations, and building systems.
  • Registration preferred - PE, RA, CCM, or PMP - but not required.
